Wing Aft Spar attach bracket on fuselage

I'm completing a J3 restoration started by a friend who passed away. While covering the cockpit interior I discovered one of the bolt holes in the aft spar attach bracket is wallowed out. the other hole in the same bracket is not. The fuselage was sandblasted, primed and top coated. The ideal fix would be to weld a tab on to the bracket and redrill the hole. But that requires the fuselage to be prepped and repainted where ever the paint is burned off. Plus, I have TIG welded some of this 1948 fuselage metal and it is not easy. I don't trust my wedding skills enough to make an airworthy fix. I'm wondering if anyone has upsized drilled an existing spar bracket hole to accept a bushing. I will have to ask the IA about this but he probably won't know the answer. The attached pictures show the hole.
