While out on a dual cross-country, my instructor and I planned to stop in Waukegan KUGN to get my three full stop landings at a controlled airport for a radio endorsement on my sport pilot. We identified as a Piper on our initial call, and I'm thinking J-3 might be better to avoid possible assumptions about equipment and performance.

We use a handheld radio with headsets, intercom, and a booster antenna that runs through the fuselage. All this allows us into Class D and Mode C veil under B which is where KUGN is located as per FAR 91.215 (b)(5).

The controller asked if we had a transponder which we reportedasnegative. He said we could not enter the veil. Since we had had a long day yesterday, we decided to let the point drop and just headed on our way.

The question is at which point is it appropriate to argue with a controller?
