Stromberg Float and Needle

Hello all

I am overhauling this Stromberg NAS3.
I am having difficulties with the needle valve.
there is that little headless screw that keeps the float axle into position.
The problem is that when torque this screw, the whole float and axle move and the needle starts do leak.
Do you attach this screw? Or just leave the axle floating without the screw?
Have a look at the attached video where I hand tight the screw and we can see the float moving.

Any advice?
