Tail wheel tension

Hi All
After a bit of advice on tail wheel tension. Light J3 with a Scott 2000 on it, we have run the springs and chains slack, about a 1-2mm of droop but at its recent inspection we were asked to bison them back up. So a link has been removed and castering not happy.
After recommended amount of slack / tension people have based on experience.
