Are palnuts required on A65 cylinder nuts? My A&P says they're required but they will interfere with reinstalling a Reiff preheat system.

I found a Lycoming Service Instruction No. 1029D that says palnuts are not required on any of their engines but leave it up to the A&P whether to install or not.

I couldn't find anything for Continental but I looked at the Continental illustrated parts catalog. They don't list A65 engines since they're not supported anymore but for O-200's palnuts used to be required. Now the parts catalog only show flanged nuts for the O-200 and that's what I've seen on newer Continentals.
