j3 annual issue on horz stab

I am annualing a j3 with 15 hours since rebuild, horz has play between inner and outer tube right at the trim jackscrew.bolt hole is not elongated. both horz move left to right with about 1/16 of play.wondering of inner smaller diameter tube is misdrilled? adding a washer/shim would take up the play,but doesn't seem like the right way to fix this issue. anyone else run into this?
