Crack in the gas tank

Crack is just around the weld of the central drain boss. Draining the tank now, it's coming out. Take a look at the right side along the tank shot...that tank strap fastener is a stainless slot headed screw with a nyloc nut. No way can I hold the top slotted screw? In that small space is there any tool that can hold the screw by the threads, like a short right angle vice grip?? Suggestions please.
