Brakes Dragging issue

Im the new owner of a 46' J-3, after a long taxi the left brake drags gets hot and pulls....hard sometimes. these are Cleveland 30-60A models. My brake pedals are stiff and don't move much , maybe an 1/8th of an inch. i jacked up the wheels and verified they spin freely and the brakes work and release so now what. IS this normal for these types of mods? Can the pedals be adjusted so there is more play. Any thoughts? i figured this would be the best place to ask this question. other than that i cannot believe i waited this long to get a cub... love it.
