Boot cowl fitting again

I’ve read some old threads about boot cowl fitting but I’m stumped. I accept that the new Univair cowl is built correctly, and the 73 year old Cub, even though it has been in a jig may not conform to factory new specs:) If I could back the engine mount top bolts back it might fit, but the bolts hit the tank straps and only partially move back. I can remove the tank straps, but I will have the same issue during final assembly. I’m just looking for some hints before I start removing rivets from the boot cowl.
