An other question regarding shoulder harness.

Most original Cub/L4 I have seen do not have shoulder harness.
I am building a replica L4 and I was wondering if I have to install shoulder belts since my plane will be new. (Correct me if I am wrong, but I understand that you do not have to have the shoulder harness if the plane came out from the factory without it).
What is the rules regarding new experimental planes?
