Aileron Cable length

I've been faced with the task of rigging the aileron cables so that the stick is in the middle with the ailerons streamlined because in the present condition the stick is a couple inches left when they are neutral. Seemed simple until I discovered the left aileron top cable (the one that runs along the strut) is too long. With the turnbuckle fully retracted, the stick in the middle the aileron still droops quite a bit. This particular Cub is a 1941 rebuilt with metal spars and PA-18 struts (the rebuild was done many many years ago) I see there is a spacer to bring out the upper pulley because the PA-18 struts are wider. That spacer, it appears, would account for the cable being too long.

My question is: When the struts are replaced with PA-18 struts, is there a different cable required? The logbook does not show it being changed and it appears the cables are original (they are woven not swaged).
