Aileron and Elevator Cable Tension?

My IA is finishing up annual inspection and asked about aileron and elevator cable tension. The J3 Service Manual and L4 manual state "Check to see that there is no play or looseness in the action of ailerons when the control stick is moved."

My IA measured the aileron tension at "8lbs". Any good advice to give him?
