I'm in the process of purchasing a 1940 NE-1 (J-3C). After the last resoration, a W&B was completed, it includes all the normal data, (handwritten) but also includes a written statement right above the A&P's signature block that reads:

"Solo from the front seat only."

The AC is placarded in the usual fashion. What are the legal ramifications? My opinion is the airplane, like every other J-3 I've ever flown, should be soloed from the rear seat only. Are there any NE-1 differences here?
