VG field approval question

I'd like to put a set of MicroAero PA-18 VG's on the tail of my -11. I have the -18 tail. I've already got their VG kit on the wings. Spoke with those folks today, and she said that the paperwork isn't there to install the VG's on the tail of the -11 via the STC, because they never applied for it on the -11 tail, only on the -18.

Sorry if that sounds confusing, it's the best way of explaining that I can put to words.

Do any of you IA's out there think I have a prayer of legally getting this done?
