update on poptart elevator

Hello, I have done the following:
static leak test, static leaks repaired
air speed indicator replaced
vg's measured and verified as correct
complete weight and balance (nearly same as last in 1997)
replaced the elevator spring, pulley and cable
percentages between horz stab and elevator measured, verified, within spec
horizontal stab travel verified, within spec

got poptart back last night, still cannot get enough back pressure on the stick to properly flare solo

any thoughts or a good cub mechanic? I'm at a loss at this point.
for those who don't remember the issue began in February and has been worsening. I've had a few 35K+ bush pilots fly it solo to verify I'm not crazy.
