I was able to obtain a fairly clear copy of this tech order from a friend at Patrick AFB. It was too large for me to upload here but I would be glad to email it to anyone who needs it. It will answer most of your questions concerning the camouflage painting of L-4 aircraft. For example page two paragraph E clears up the discussion over whether National Insignia were flat or gloss. ( see attachment) The insignia is to be of camouflage material per Bulletin 41. The insignia colors in Bulletin 41 are all flat just like the cards that I have.
