Tail Wheel Spring Attach

Apologies if this is a stupid question, but I'm scratching head a bit, and haven't been able to find the information I need.

I'm suspicious that the rear tail spring attach fitting is incorrect. The ugly weld that holds it in makes it look like it was replaced with something homemade in the past.

If anyone could tell me definitively to replace this, and what part to replace it with, I'd be most grateful. I'm replacing the tailpost, so any excuse to remove that fitting would make my life easier.
