Background:

Trying to help a guy that is 3k miles away, finish his SP certificate. He soloed back in the ‘80’s.

He’s been flying a no-electric, no starter, C-85 J3 at a Part 141 school.
He’s done two dual cross countries successfully with the instructor aboard.

He can’t do his 75-mile solo cross country due to not having enough fuel in reserve, which appears to be caused by the following school policies:
They won’t allow fuel in the wing tank;
He’s not allowed to hand prop after refueling (or anytime for that matter);
He has tried to get the school to send the instructor along in another airplane to prop at his fuel stop.

Any suggestions or locations on the West coast for him to complete in a J3?
