Slight brownish film on fabric - wax?

Hello,

I am working on clean the fabric on a Cub with Randolf finish, and notice it has a slight brownish film on the fabric. Is this due to wax? What is the best way to clean the fabric since it gets very dusty in the hanger. Just hose it off with water? Some have recommended Pledge. Is this okay to use on the fabric? Others recommend the McGuire quick detailer wax/spray. How do I remove this brownish film?
