Revisiting the tail brace wires

Hello......I’m doing a temporary assembly of the tail feathers and have got a question. As the jackscrew moves the leading edge of the stab up and down, I can’t grasp how the square washers allow the stab to pivot around the tail brace wires. It would seem to me that you should place a “bent” washer aligned appropriately and leave just enough slack to allow rotation of the stab. What am I missing here?
