Removing fuel tank quick answer needed.

Guys,
My mechanic is removing the fuel tank from my L4B to clean and coat the inside.
He started to remove it the diagonal tube and the two bolts, but it will not slide down, he thinks that it may have ben welded in place also? Is this procedure or modification common in the Cub community, or are we missing something?
A quick answer would be welcomed as we are half way through the job.
