Proper trim cable tensioning?

Fat Cub is close to pre-cover inspection. I want to set the trim cable tension before my IA checks it. Before the rebuild I did not have any slippage. Unfortunately, I removed and dismantled the idler pulley bracket without checking how it was set.

What technique do you recommend to set the tension properly? Once the fabric is installed it looks very difficult to adjust pulley tension.
