Propeller tracking?

Anybody ever have a propeller not track? I just bought a new Sensenich prop for the Legend and it is out 3/16s of an inch. I tried swapping it around and loosening and re-torquing it but it's still out of tolerance. The wood/composite prop that is on it tracks perfectly. I would assume that they put it on a hub at the factory and check it but maybe I'm wrong.

Any ideas how to get it to track?
