Oil sump rust

During last annual in January I removed the oil sump, under my IA's direction, to clean some rust up inside the neck. Well going out recently to fly I noticed more rust on the inside of the neck. I fly the cub about 20-35 hours a year. This year alone I'm at 31.5 hours. Except for a few 1-2 hour flights I this 31.5 hours is done in 20-30 minute increments; point is, I usually fly at least once a week. Anyone else have this problem? More importantly, how do I stop the rust?!
