New Engine Mounts

I would like to replace my old rubber engine mounts on my PA11. The problem is that the holes in the rubber mounts are for dash 6 bolts, and the engine mount is sized for dash 7 bolts, as called out in the parts manual. The last guy just used dash 6 bolts, which were way too sloppy in the engine mount. How can I ream those holes out in the rubber mounts from dash 6 to dash 7 size. I have tried oversized drills, reamers, large course rat tail files, sand paper. I even tried just forcing the rubber mount over the dash 7 bolts. But then, the rubber won't go in the bushing on the engine. What amd I missing here?? I could sure use some help from someone who has been there and done that!!!
