L-4 leveling points .... ?

I had a question on the leveling tubes welded to the top longeron. I assume that the tops are parallel with the top longeron? How tall are they? Maybe obvious but I am starting to model out the fuselage an just wanted to verify.

So these are used when rigging the plane and used as a leveling reference point from nose to tail, how about side to side?

Also, is the washout in the wing set with the flying struts when the plane is level and plumb?
