Was this type of cable (see picture below) used on the J3 with the metal brackets that attached to the cables and foot pedals? This picture was from a PA11

The picture below shows the rudder cables connected with a shackle but there is a long protective cover that goes over the cable and shackle.
Was this cover a factory part from piper? Are these available anymore?
