Handbooks vs. form 309?

A friend just pulled out an official looking Pilot Operating Handbook for a 1947 Chief. It looked very official, so I asked him if it was approved by the manufacturer or the FAA.

It clearly had a 1990s tinge to it - the before start checklists must have had fifty challenge-responses.

So we looked in the TCDS - no mention of an AFM, POH, or even instrument markings.

My question: should I expect to see a POH in a 1947 lightplane? Or is the 309 required? The owner goes for his Sport checkride in two weeks; I want to send him with the correct aircraft paperwork.
