Fuel Gauge Rod doesn't change in flight

For some reason the fuel gauge rod doesn't move around at all while in flight. I can leave and fly 1.5 hours and the rod still shows full until I land then it plops down where it should be. Can even do a nearly negative push over to top maneuver and still doesn't move - seems the wind resistance has it jammed somehow.

Don't know why it is doing this. I've run some fine crocus cloth up/down the aluminum rod and there is plenty of wiggle room but get nothing. It has the plastic float, not a cork float on the end.

The filler neck is perfectly level, but when the cap goes on the rod points about 5-10* off to the right. Gasket is good - has the proper 'lock' feel when putting the cap on.

Anyone got any ideas about it?
