Hi Chuck...first, I appreciate your " good sense" posts on this site and agree you are "right on" about cross-wind landings.

On a previous post, you made reference about "English Proficient." I still have my paper license from the 80's but had a new plastic issued Nov 06. Do we have to be issued another one with the statement "English Proficient" printed on it? What do we have to do to prove that? I was only born here almost 65 years ago, have been speaking English for all that time...but probably not too well.
