We're restoring a 1946 J3. We've installed a Super Cub trim system from a Dakota Cub STC kit.
What is not clear from the instructions is whether the Bungee spring link that is bolted to the elevator horn should be fixed to the elevator horn with two bolts or should be free to rotate (by attaching with only one bolt).

See, in the pics attached, that there is a large hole (towards the bottom of the link) that lines up with a large hole in the elevator horn. Should we put an AN-5 bolt in that hole? Or leave it free to rotate?
