Cleveland wheels and brakes, why double puck?

My cub has Cleveland wheels and brakes installed legally via one time field approval. It also has North River brake master cylinder boosters installed via STC at the same time as the Clevelands

The brakes are double puck. Why? I’ve noticed the Cleveland STC also uses double puck brakes. Much heavier airplanes use single puck calipers, like the Cessna L-19. What’s the deal?
