C85 Engine seems too tight

My friend bought a beautiful J3 6 months ago, DDM overhauled C85. Was running great before winter, during annual we noticed that the engine seems tight when moving the prop. Ran engine for 20 minutes, still seems tight after cooling down. Anyone have this issue before? I’m thinking we might have to pull it and send it back for inspection. Thoughts? And thanks.
