I didn't want to hijack another thread so thought I would pose a question here.

A couple years ago an IA installed a new Brackett Air Filter on a J3 by STC. Owner has the logbook entry and owner's original copy of the signed and completed 337 form for installing the STC. After a recent check of the FAA records the owner found the IA never mailed the paperwork to the FAA as required "within 48hrs".

The IA is not available to help resolve the issue. What's the legal way to resolve this? Can owner mail a copy of the 337 to OKC? Does a different IA need to fill out a new 337 and note "as installed by others" and include copy of old paperwork? Other alternative?
