1940 J3 fabric touch up ?

I thought the underside of my Cub's Fabric was wearing through at the cross member tubes because I thought I could see through it. I now realize that the paint has small spots (cracked or chipped paint) that appear to be worn due to light coming through those spots. So I was preparing to put new tapes over the area but now Don't think I will. I would like to tough those areas up with Poly Spray. It is difficult to read how to do it.
Can I just clean the old paint and touch up those areas with a brush or would I need to remove the old paint completely and re paint? which is a lot of trouble.
I appreciate any advice other than to go by the instructions.
